If you have bought BF4 you can activate and pre-load it now using korean VPN, go to www.flyvpn.com/freetrial, download the free lite version and put the user and password in from the right hand side of that page.

Close down origin, then connect to the VPN and choose korea tab, connect to Seoul server. start origin and start BF4 preload, once it starts downloading disconnect from the VPN and it will download on your own connection.

At 3pm on 28th you can activate the game and start playing by doing the same as above.
